Scotty Quixx, a nightclub on Granby Street that was closed by the city in September, filed a lawsuit seeking to block the city's action against them and $1 million in damages for lost revenue.
Legacy Restaurant and Lounge will remain closed while the Norfolk Circuit Court considers their appeal of the city's decision to revoke their permit, following a ruling issued last week.
The nightclub's owners asked a Circuit Court judge to allow Legacy to immediately reopen. Their attorney presented evidence and testimony disputing the city’s contention that no security officers were in the club the night that four people were shot outside.
