Parks and Rec updating SDCs The Crook County Parks and Recreation District hired a consultant to determine new methodology Crook County Parks and Recreation District is planning to update its system development charges, or SDCs, for the first time in more than a decade. The one-time fees, established by state statute and local ordinance, are charged on development within the parks district that }creates additional demand on park facilities. They are meant to recover a fair share of the cost of existing and planned facilities that provide capacity to serve future users. The parks district currently charges $1,887 per single-family residence, an amount that was been in place since 2008. New methodology, created by Redmond-based consulting firm FCS Group, calculated a maximum SDC of $42,651 per single-family dwelling, $40,003 per multi-family dwelling unit, $38,627 per manufactured home, and $37,355 per accessory-dwelling unit.

First phase of Rails to Trails project completed Besides a few final fixes, the trail is done between Combs Flat Road, Juniper Street The first portion of the Rails to Trails project is finally complete, pending some last-minute fixes to the paved pathway. The project, several years in the making, is converting the old railway easement from North Main Street to Combs Flat Road to a paved trail for pedestrian and bicycle use. The city originally landed a Rails to Trails grant through Oregon Department of Transportation in 2018, but the various issues delayed the project until late last year. Work began in December to construct the trail system between Juniper Street and Combs Flat Road. Where the trail crosses Third Street, the city added an enhanced pedestrian crossing, similar to the one found on Lynn Boulevard near Crook County High School, and a center refuge island. The refuge island is meant to help people more easily cross the 56-foot-wide section of Third Street.
