As we begin our final day of consideration of the fy21 spending bills, id like to thank you all for your kind words and well wishes and ask you, please, to indulge me in just a few more reflections. I came to congress in 1989, one of just 31 women in the house and senate and to this committee in 1993 alongside only six other women under the 64member panel. This body is better for the 100 women serving in the 116th congress and for the many women in the room today. Its my honor to address the full committee for my final time as the first woman chair. You know, its ironic [applaus [applause] thank you. Its ironic that back in 1993 i had to choose between serving on appropriations or ways and means. I was fortunate to be given that choice. And today, we markup my final appropriation bills in the ways and Means Committee room. I chose appropriations because i believed it was the best place to give more people a better chance at a better l

They expressed their fears, frustrations, and worry, over the outbreaks at several california prisons. We are now at a point of crisis. There is no proactive measures. We are leading behind the ball. We cannot sweep it under the rug. There must be accountability. Reporter blasting state prison officials, lawmakers questioned how inmates with covid19 could be transferred from a prison in chino to san quentin. I still dont understand it. Reporter it was found that deficiencies at san quentin contributed to the spread. Lack of ventilation, slow testing turnaround, inmates refusing testing, and the layout, including a lack of beds. I dont say this lightly, but this is a failure. Reporter 1100 inmates and staff have tested positive. I need to express, we can do better, and i know we will do better. Chairwoman lowey consideration of the interior environment appropriations bill, fiscal year 2021. I will not recognize to present the bill. Thank you, madam chair. I am pleased to prevent the 2021 appropriations bill. It reflects the hard work and participation of our Committee Members as well as the good ideas we have received from many sources including my colleagues and outside experts. The bill provides increased funding to support staff and other resources that Congress Needs to do its job well. The bills analytic capacity in the legislative branch and to address high priority Information Technology and security. For example, the bill provides a 25 million increase for the which covers staff, office space and other facilities. I believe it is sufficient to express our new normal as members move into a new means of interacting with constituents. It turns out to an average of office. Suffering terrible inequalities. Unreliable access to the energy grid, little or no broadband connectivity, and reliable funds for the federal government and other systematic problems that created unnecessary hardship and turmoil and covid19 is exacerbating these long existing problems.
