Chen was charged with aggravated vehicular homicide and vehicular homicide. Police say she was under the influence of alcohol and officers suspect she may have been under the influence of drugs. Police say she was driving northbound on 71 when she struck ojai arenas car heading south. Chen was treated at the scene for minor injuries.
