The Pasco Sheriff's Office said Craig Hartfield, of Brandon, sent texts detailing his feelings toward a 14-year-old girl from the New Port Richey area.
A child was jogging at around 4 p.m. in the area of Land O' Lakes, Florida, before someone tried to force them into a truck, the sheriff's office says.
