Former career diplomat who served as Australia's Ambassador to the Philippines and as High Commissioner to Canada and the Caribbean before heading Australia's overseas aid agency. In that latter role he was instrumental in enhancing the contribution of science and technology in the aid program and in the establishment of the Australian Centre for International Agricultural Research (ACIAR). In 1982 he became Chief Executive of the World Food Programme (WFP) where he served until 1992.
