Minogue, who is serving a life sentence in prison for his role in the 1986 bombing, fronted the Melbourne Magistrates Court today.
The 58-year-old and his co-accused pleaded not guilty to the charges.
Lawyers argued police failed to discharge their public duties by not investigating the charges at the time.
