东莞出台科创奖补新政，将对各类研发机构进行评估奖励_

东莞市科学技术局副局长钟靖平介绍：“与过去的政策相比，新政主要有三个变化，一是从重认定到重服务，二是从‘撒胡椒面’到扶强培优，三是设定了退出机制。” 按过去的政策，研发机构一经认定，即可获得一次性资助。而按照新政策，东莞构建了“认定 服务 管理 评估 资助”的闭环。研发机构获得认定后，需要经过一段时间建设期。在此期间，东莞市科学技术局、各服务机构、镇街（园区）科技部门将构建多层次的管理服务体系，持续跟进和服务企业的研发机构建设，将原来的“一锤子买卖”变成了长期培育工程。 在资助方式上，新政也更加有针对性。钟靖平表示，过去是一经认定就资助，100%全覆盖，资助金额不高，企业不“解渴”。如今，企业研发机构经过评估，评估结果分为优秀、良好、合格、不合格四类。只对优秀、良好两�
