Council agrees to honor past women mayors, council members – plus one FAIRFIELD What began as a way to honor the earliest women who served as mayor or a council member was approved Tuesday with the addition of a husband-and-wife who hold a unique distinction. Former councilwoman and Mayor Karin MacMillan, the only female mayor, and former Councilwoman Robbieburr Berger, the first woman elected to the council, also will be honored with streets being named after them. George Pettygrove and Joy Pettygrove are the only husband and wife to serve on the Fairfield council. The idea was brought to the council in March by sitting Councilwoman Catherine Moy largely in recognition of MacMillan and Berger.
