SPRINGFIELD Two home rule bills are slated for consideration by the state Legislature this year, including one that would require special elections in Springfield to fill future City Council vacancies and one cracking down on illegal fireworks.

SPRINGFIELD Citing concerns about public safety and noise, the City Council on Monday approved a home rule bill that would allow police to immobilize or tow vehicles owned by people who haven’t paid fines for illegal fireworks.
The bill, proposed by Mayor Domenic J. Sarno and lead sponsor Councilor Victor Davila, will also need approval from the state Legislature and Gov. Charlie Baker before it can take effect in Springfield.
