Two City of Laredo department directors have announced that they are leaving the city Building Development Services Director Arturo Garcia, who is retiring, and Planning Director James “Kirby” Snideman, who is leaving for personal family reasons.
Garcia had been with the city for 24 years and recently qualified for retirement. He had previously served as the Community Development director.
He told LMT that his retirement was strictly a personal decision and that the pandemic had driven him to re-evaluate his priorities
“Don’t get me wrong, 24 years with this I’m pretty passionate about what I do. We’re doing great things over there at building, modernizing the department and everything, so it’s kind of exciting,” Garcia said. “But, at the end of the day, I told staff I decided to be a little bit selfish and take care of me.”

After weeks of holding the unwanted designation as one of the country’s worst coronavirus hot spots, Laredo’s leaders have surveyed the city’s surging COVID-19 caseloads and overwhelmed hospitals and found themselves with no good options.
The border city and international trade hub hasn’t received enough vaccine doses to make a big enough difference quickly enough. The state’s initial plan, which allocated vaccines in part based on the number of health care workers, hurt cities like Laredo, which has just two hospitals.

Laredo City Council meets Monday to discuss several potential plans of action in the city’s fight against the pandemic. At an emergency meeting last week, several local doctors spoke about the appropriate measures council should take. Some advocated for strategic closures, some for a citywide shutdown akin to what council enacted last March.
Although this would supersede Gov. Greg Abbott’s emergency order, Councilmember Rudy Gonzalez placed an item on the agenda to discuss a possible citywide closure. If council chooses this route, they would invite a lawsuit from the Texas attorney general.
