MARSHFIELD - Over 100 residents are asking the city to remove two Fire and Police Commission members involved in events that led to the removal of Mayor Bob McManus and for police to investigate them for misconduct.
City Administrator Steve Barg confirmed he received the 152-page complaint at 9:30 a.m. Monday from Marshfield resident Marisa Steinbach. Steinbach was unavailable Monday and Tuesday for an interview.
The complaint alleges both Andy Keogh and Randy Gershman violated several Wisconsin statutes and outlines both shared and individual infractions. The complaint says both Keogh and Gershman:
Failed to adhere to open meeting laws.
Failed to maintain proper electronic communication while in their elected positions.

MARSHFIELD, WI (WSAU-WDLB) Â City leaders in Marshfield have voted to move forward with proceedings that could end with the removal of Mayor Bob McManus from office.
WDLB Radio in Marshfield reports that the investigation stems from an open-records request relating to text messages that were allegedly sent by McManus from a city-issued cell phone.
According to McManus, an investigation into the matter was opened by the Portage County Sheriff’s office last fall. The results were turned over to the Wood County District Attorney before the end of 2020, and the matter was closed without any formal charges.
