While the intent behind the new language is to have an issue come to City Council after the three citations, worth $600, council members questioned if it could be interpreted as a new citation being issued every 10 days throughout the year, amounting to $10,000 worth of fines.
The Brainerd Planning Commission unanimously recommended approval of the permit July 21, after hearing testimony for and against the measure. With the city council as the ultimate decision-making authority, the item was placed on the agenda Monday, Aug. 2, but was not acted upon.
