미얀마가 군부 쿠데타로 극심한 정치적 혼란에 빠졌다. 6월 22일 기준 사망자가 875명을 넘어섰고, 체포된 사람만 6242명에 이른다. 아세안은 지역위기 해결자로서 기능을 상실했다. ‘아세안-중국특별외교장관회의’에서 미얀마 문제에 대해 방관자적인 자세를 취했다. 시민불복종운동(CDM)은 감소하는 모양새다. 1988년 ‘8888항쟁’과 2007년 민주화 시위를 통제한 경험과 인력, 재원을 보유한 군부에 대항하기에는 시민 역량이 부족한 때문으로 보인다. 미얀마 민주주의 후퇴를 우려하는 미국, EU 등 서구 선진국은 군부 인사들과 그 가족, 그리고 군부 소유 기업(MEHL, MEC 등)에 대한 제재를 강화했다. 한국도 미얀마 군경의 민간인 폭력을 규탄하고, 민주주의로의 복귀를 위해 압박하기로 국제사회에 약속했다. 하지만 지난 10년 개방기 동안 중국에 비해 미얀
