The draft constitution submitted to the Kyrgyz Parliament on February 9, 2021 undermines human rights norms and weakens checks and balances necessary to prevent abuses of power, Human Rights Watch said today.

“The current draft constitution does not reflect the high human rights standards Kyrgyzstan says it aspires to,” says Syinat Sultanalieva, Central Asia researcher at Human Rights Watch. “Kyrgyzstan should take the time it needs to prepare a constitution that protects the rights of everyone in a way that complies with international human rights standards.”
Kyrgyzstan is currently trying to get back on its feet after a tumultuous six months which have seen the country’s political landscape reset.
In September, Mr Japarov was in jail, serving a lengthy term for orchestrating the kidnapping of a provincial governor, a charge he has always denounced as politically motivated. In the violent upheaval that erupted in October after a disputed parliamentary election, he was sprung from prison by his supporters and quickly became prime minister.
