But it would still slash payments and put a cap on that really kind of making it not an Entitlement Program anymore. It would allow states to drop what is considered essential benefits under obamacare, like maternity care, Mental Health care, emergency services. It does keep more subsidies for the exchange than the house bill. But i think on balance, this is a very draconian change. Would be for a lot of americans. H
