在1966年之前，NBA 的選秀順位是根據戰績決定，最差的擁有第一順位，然後依次排序。不過後來聯盟為了杜絕球隊擺爛，從1966年後改採由兩個分區戰績最差的球隊(那時只有東西區)，用擲銅板的方式決定第一順位。
1969年3月19日的早上，戰績最差的兩支球隊太陽(16勝66敗)和公鹿(27勝55敗)分別在球團辦公室等待。大約10點左右，NBA 總裁 Walter Kennedy 的兩位秘書分別打給兩隊解釋待會擲銅板的規則。基本上總裁的桌上有兩張紙卡，一張寫著「鳳凰城」、一張寫著「密爾瓦基」，被他抽到的球隊就得選銅板的正面或反面，或是將選擇丟給另一隊。選好後他會用右手拋銅板，再用右手接，然後把銅板放在左手手背上揭曉。
