What we talk about is empowering more people to vote. In the political system the extremes in both parties are empowered in the primary process. They vote more often, contribute to campaigns and most important lien primaries they show up in greater numbers, twice the level of other folks. Not voting only give the extremes to which it sounds like this color is frustrated by, gives them more power. We are trying to give them ways by opening the primary process to all voters instead of having a closed primary, just democrats or republicans, open it up to every vote regardless of party affiliation.
