The Interiors Office issued a report about the policies that governor the use in the doi. They issued a draft policy. The Leadership Conference for civil and human rights and dozens of other organizations came together in 2015 to release basic civil rights principles. They turned those principles into eight criteria from which to evaluate policies. We measured the Department Interim policy against the criteria.
