WASHINGTON — The Centers for Disease Control and Prevention on Tuesday issued a new moratorium on evictions that would last until October 3, as the Biden administration sought to quell intensifying criticism that it was allowing vulnerable renters to lose their homes during a pandemic. The new moratorium could help keep millions in their homes as the coronavirus’ delta variant has spread and states have been slow to release federal rental aid. It would temporarily halt evictions in counties with “substantial and high levels” of virus transmissions and would cover areas where 90% of the U.S. population lives.

Big illegal cannabis grow in American Canyon triggers appeal

Landlords of an American Canyon rental home are contesting a $5,000 civil fine imposed after police found 1,916 cannabis plants being grown indoors. Nim Cho and Wendy Wu, owners of the house on Pelleria Drive, appealed the fine to the city in a letter. The El Sobrante residents said they bought the American Canyon house in November 2020 and rented it to a tenant recommended by a friend. Now their American Canyon house has no income, they have to pay the big loan to buy it and they are trying to borrow money to hire a contractor to fix the house, they wrote.

Napa Airport Commission wary about Oat Hill housing

A proposal to create housing on Oat Hill in American Canyon is colliding with the Napa County Airport Land Use Compatibility Plan. R.H. Hess Development wants to build 291 multifamily homes on this 250-foot-high city landmark about 1.5 miles from the airport. But 51 of the homes would be within an airport compatibility zone where homes are prohibited. For the Airport Land Use Commission on Wednesday, the decision proved to be straightforward. Members said some of the proposed homes are in Zone D, so they had to find the proposed project inconsistent with the plan.
