EL SEGUNDO (CNS) - The South Coast Air Quality Management District has issued a notice of violation to the Chevron Refinery in El Segundo for a recent hydrogen sulfide release that resulted in “odors impacting the public, the agency announced today.
The notice of violation alleges that the refinery caused a public nuisance in violation of the AQMD s Rule 402 and California Health and Safety Code Section 41700.
Once issued, a notice of violation can result in civil penalties. In some cases, the company can choose to implement voluntary measures to reduce emissions or otherwise prevent further violations. If no settlement is reached, a civil lawsuit may ultimately be filed.

Governor Newsom released his proposed 2021-22 budget on Friday. Its size – $227 billion total – reflects unexpectedly high state tax revenues.
The proposed budget is the start of a six-month conversation with the California legislature, which opens its 2021 session today. Newsom will release a revision in May which will take into account any adjustments to state revenue or any changes he wants to make. The two legislative houses will weigh in, and could propose their own budgets, before an agreement must be reached, and a budget signed by the Governor, on June 30.
