In cross examination with john mann i think it was with john mann, that you make no comment on the directive that led to this dispute or this extraordinary exchange on tea bags, but actually, when you look at the speech you made, you described the directive as ludicrous, quite the opposite of sorry, what the impression that you gave in response to that question. And you said i mean, we can carry on with so many of these. Well, go on. Youve said that between half and twothirds of everything that goes through parliament is being produced by brussels. But actually, the facts are that the best sources suggest between 50 and 59 is either produced or at least influenced, is the word you used, influenced by the eu. In other words, this is not produced by brussels, between half and twothirds. Its between 15 and 59 . Fall under the agencys jurisdiction. So often times requesters are making rather broad requests. Agencies are then faced with trying to figure out what it is and what in the world is it that the person actually wants. One way to deal with this we have talked about this for ages. It was ultimately codified in the foia amendments in 1996 was for the agency to come back to the requester and say, i dont understand what your request is asking for or this is really too complex and its too time consuming and if you are willing to narrow the request and here are some suggestions, we can handle the request more expeditiously for you. Thats basically the tradeoff for the agency is that the request gets narrow and more manageable and the bone thats being thrown to the requester is that they will respond to it more expeditiously. That often times still is not it doesnt happen in practice. But thats kind of where the statute is supposed to be. I have a friend who is a litigator in the National Secu

Friends and family members that were there with us doing this because based on what ive read, human memory is pretty fallible. Eyewitness testimony for example, is notoriously sketchy. Rather than assuming that they have a perfect memory of the past decade, i went out and if you could of the people who were there to get their perception of what happened and check it against my own. And tried to use so the combination of my own members, things i wrote at the time, and interviews of other people to make sure i had as accurate a picture as possible. Thank you. Welcome back.
