Instead of caring for the urgent humanitarian needs of raqqas residents, isis utilized the money it stockpiled to finance terrorist attacks across the world, including against many muslims. As coalition and our Partner Forces closed in around them, isis used civilians as human shields and killed those who attempted to flee.
