Russian President Vladimir Putin is planning to deploy tactical nuclear weapons in Belarus and North Korean leader Kim Jong Un appears to be unveiling nuclear warheads capable of fitting on short-range missiles. Given the ruthlessness of both leaders, it would be foolish to suggest they lack the will to drop a nuclear bomb. It would be just as unwise, given our own past actions in Hiroshima and Nagasaki, to think we would not respond in kind.
