Spending programs. This is not theoretical, mr. Speaker. The state of illinois has tried that and it is a mess and its a mess that becomes worse the longer the state waits, the worse the options are. And so what the chairman is saying, lets not get to that point. Weve got options. Weve got time. Weve got choices. Weve got remedies, but we need to act now. So i urge favorable consideration of this budget and i yield back the balance of my time. The chair the gentlemans time has expired. The gentleman from maryland is recognized. Mr. Van hollen thank you very much, mr. Chairman. I think for the people who may be watching this and for our colleagues, the question is, how do we achieve the priorities that we hope we all want to achieve, which is jobs, growing faster jobs growing faster, the economy growing faster, deal with the longterm deficit and debt in a responsible manner. And the glaring problem with the Congressional Republican budget is that they dont call for any shared responsibi
We are working very, very hard with other countries to work on the overall security issue. World, my friend. The fact is the United States is doing an amazing amount with some handicaps, i might add. A budget that is getting smaller, not bigger. Having to hold back on what we are doing in certain countries. Having to cut in certain places what weve been doing to try to help people educate or change or provide health care or do some of the things we do. I think you need to look carefully at this kind of talk about the action that produces the differential. President putin didnt decide to do what he did in crimea because of something the United States did or didnt do. He decided to do it because he could and it was in his interest. Again and he didnt feel he would pay a price. Trust me, i totally blame Vladimir Putin. If there is bloodshed its because of Vladimir Putin, but we have to deter. You have to measure price in certain ways. Is he paying a price . His soldiers are not able to travel to some of their various places. They are losing money. Ruble has gone down 7 . There
