0 works. if the hope is for them to be a reasonable partner for afghan allies, other members of former of the afghan government or the u.s., that one indication there. i m jim sciutto. thank you for being with us. that is flick robertson with me there. at this hour will start now. this is cnn breaking news. hello, i m kate bolduan. we re continuing this follow the major breaking news in afghanistan. there has been an explosion outside of kabul airport. officials also say this appears to be a suicide attack. let s be clear. this is still unfolding and there are many questions and things are still very fluid right now. we don t know who is behind the explosion. but the u.s. officials have been warning about a credible imminent and compelling, that is how they put it, threat from isis-k for days now. the u.s. embassy in kabul just 30 minutes ago issued a new warning to u.s. citizens near the airport. essentially the message is very clear. leave immediately. let s get to it. barbara
reporter: and lightning interrupting the search. now the president of the condo association north complex, the tower identical to the south tower, but completed one year later. everybody was scared. reporter: at the north tower, focus on maintenance borders on obsession. everybody says this is a twin building of the other one and that if something happens to one, it might happen to this one too, but it is not further from the truth. reporter: he and his team gave cnn access to the garage, pool deck, roof of his building. in the garage, no signs of cracking, no exposed rebar, no water or any moisture at all. sump pump designed to pump water from the garage brand new. water proofing on the pool deck overhauled, even planters on the pool deck are designed to prevent erosion and sinking. on the roof, every fixture, wire covering sealed to repel water. from that vantage point, you
it, two buildings apart from each other. seem to have aged very differently. i think the main event is what s in the report and what the engineer said. it is maintenance and lack thereof. specifically what s happening here is that water proofing membrane, the skin of the building, was just deteriorating. if you look at the report, the engineer is stating i wonder where else it has failed, specifically you could look at the roof. i think right here, the maintenance is the major issue that we have going on. the maintenance and lack thereof, not only of the membrane but structural repair, and structural repair that was done was obviously lacking, done below, didn t take care of the water membrane, most important thing. if the water goes in with the salt we have in florida and comes through the concrete, sal inity increases and the steel
condominium association board president warned the observable damage such as in the garage has gotten significantly worse since initial inspection. that initial inspection in 2018 just three years ago had determined failed water proofing was causing major structural damage to the concrete structural slab below the pool deck and entrance drive. it led to major assessment. $15 million to repair years of damage. there were leaks in the garage, cracks on balconies. yes. you need money to fix it, you know, but unfortunately it is late. reporter: he told cnn he received the letter in april, outlining how the concrete deterioration is accelerating. the roof situation got much worse, so extensive, roof repairs had to be incorporated. the letter was helping homeowners to understand their share of the assessment, anywhere from $80,000 for a one bedroom condo, up to $336,000
