EU heads of states have agreed on a 55% reduction target for greenhouse gas emissions by 2030, but the inclusion of carbon sinks and the choice of 1990 as the baseline year have led environmentalists to criticise the deal for lacking ambition.
When EU leaders agreed a new climate goal for 2030 on Friday morning after a night of marathon talks, there was a smell of victory in the air.
“Kudos to the EU for pulling the future into the present, with huge benefits for people, planet and profit,” said Christiana Figueres, former executive secretary of the UN Framework Convention on Climate Change (UNFCCC).
Ursula von der Leyen, who is president of the European Commission, the EU s executive arm, said the target puts us on a clear path towards climate neutrality in 2050.
The EU s adoption of the 55% target comes ahead of a Climate Ambition Summit this weekend which will be co-hosted by the United Nations, the U.K. and France, in partnership with Italy and Chile.
The EU s revised 2030 goal now requires a green light from the European Parliament, a directly elected law-making body that has called for a 60% emissions cut by the end of this decade.

Among those reacting to the news was Jytte Guteland, an MEP and the European Parliament s rapporteur on the European Climate Law.
The European Commission launched the Climate Pact on Wednesday (9 December) to raise awareness about global warming and bring the people on board with the green transition.
The pact is an EU-wide initiative that invites people, communities and organisations to share information and debate climate change and environmental degradation. It will focus on four topics – green areas, green mobility, efficient buildings and green skills.
“Within the climate pact, we will bring together people and organisations who want to take action for the planet because in addition to the laws, targets and investment plans, we also need to take action ourselves,” said Frans Timmermans, executive vice-president for the European Green Deal.
