In the beginning the Cochrane Winter Carnival was run successfully by a handful of volunteers, then due to various issues of red tape and support the Town took over the event a number of years ago.
However, because of the pandemic and state of emergency that runs into what would have been carnival week, the Community Services Department and council decided against hosting the carnival for 2021.

Not wanting to see it die, Stephen Martel of Martel’s Auto Parts (NAPA) got the ball rolling with an ice/snow sculpture contest. So events are back in the hands of volunteers but is not sanctioned by the Town and the Community Services Department (REC).
