London Bridge Development LLC, owned by Sen. Bill DeSteph, is seeking a conditional use permit from the city for a bulk storage yard that will be used to temporarily house equipment for Dominion Energy's wind turbine project. Given his many ties to the company, DeSteph sought guidance from the Virginia Conflict of Interest and Ethics Advisory Council.

In addition to the turbines there will be three offshore substations, miles of undersea cables and a new onshore transmission infrastructure to will distribute the energy. As part of the new infrastructure, Dominion will build an electric transmission line that will carry the energy from where it comes onshore via the State Military Reservation in Virginia Beach to their existing Fentress Substation located in Chesapeake. In addition to this transmission line, a 31,167-square-foot monitoring and coordination center will be built at Fairwinds Landing, formerly the Lambert
