비공개로 진행되는 상반기 독도방어훈련에는 해군과 해경 함정 및 항공기를 비롯한 공군 전력이 투입되는 것으로 알려졌다. 상륙부대인 해병대는 참가하지 않는 것으로 전해진다.
지난해 하반기 훈련에는 기상과 신종 코로나바이러스 감염증(코로나19) 상황 등을 고려해 상대적으로 적은 전력이 참여했지만, 정부 소식통에 따르면 올해는 예년 수준으로 정상 시행할 예정이다.
