for several days. the ground is saturated. creeks, streams and rivers are on the brink of flooding. let s get to howard with more details. j.c., not just the last few days but the last few hours, the rains have really come down. the skies are opened up. flood warnings are in effect until 2:30 through most of the metro from washington down to fredericksburg up toward baltimore. let me show you the graphic. the dark green area, the flood watches in effect until midnight. the light green areas in charles county, into prince william and fairfax and stafford down to fredericksburg including alexandria and arlington, d.c., prince george s county up through howard, baltimore and carroll counties, all of those places under flash flood warnings until 2:30. the concern is the heavy rains that have been going north. look at the lightning through d.c. and baltimore. the heavy rains keep raining. they re going over the same areas. we ve been seeing rainfall rates of up to two inches an
