A TAPE measure is at the heart of a planning row on a Winchester estate. Marek Bobrowski has applied to convert a garage into living space at his home in Harrow Down and put a parking space on his front lawn. But neighbours have pointed out that the garden is not big enough to hold a vehicle in accordance with council standards. The council policy is that the parking space should be 4.8m but Paul Cooper, of Harrow Down, submitted photos to the committee that showed the space was only 4.1m. Planning officers said according to the submitted plans the garden was big enough but had not physically measured it themselves.
