There are no winners Cllr Tom Corbin (Bemerton, Labour) said that although he appreciates Cllr Wayman s comments , he does not believe that Wiltshire Council (WC) will be interested in reinstating the scheme, especially as the inexperienced ruling administration has made it clear that they do believe in the Salisbury Central Area Framework .
