Bucks County minister sues county for not letting him perform weddings

An online church is suing the Bucks County Register of Wills, alleging the office denied one of its ministers the right to practice his religion by refusing to recognize his credentials. Falls resident Rev. Stephen H. Moser alleges that he was told by a Register of Wills clerk last year that he could not officiate legal wedding ceremonies because he was ordained through the internet.   “She didn’t want to hear anything I had to say,” Moser said Thursday. “I was shut down.”  The Universal Life Church Ministries, which ordained Moser, on Tuesday filed a federal lawsuit in Philadelphia against Bucks County Register of Wills Linda Bobrin, alleging the office is violating the rights of its ministers by treating them differently because of their religious affiliation.

Brian Craig, Lebanon County Register of Wills and Clerk of Orphans’ Court, however, saw the opposite. Instead of slowing down, residents from Lebanon and even other counties requested their marriage licenses in numbers not seen for almost half a century. The Lebanon County Register of Wills Office and Marriage Bureau issued more marriage licenses in 2020 than any other year since the end of the Vietnam War in 1975. A previous press release in November reported the number to be 1,045, but after December, Craig updated the figure to 1,057.
