In the 18th century, Philadelphia s prisons were an overcrowded mess: Adults and children, men and women, were kept in what amounted to large holding pens and left to their own devices. Abuse by both fellow inmates and guards was rampant. So, in 1787, members of The Philadelphia Society for Alleviating the Miseries of Public Prisons met at Benjamin Franklin’s house to discuss an alternative.
