Members also debated the humanitarian situation of refugees and migrants at the EU’s external borders, as well as the EU global strategy on Covid‑19 vaccinations, and the social and employment crisis caused by the pandemic and the EU’s response. Lack of transparency in Council appointments to the European Public Prosecutor’s Office and the consequences of earthquakes in Croatia were also discussed. Members discussed the Court of Auditors’ annual report, and Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy, Josep Borell made statements on the arrest of Aleksei Navalny, on enhancing EU external action in Latin America and the Caribbean, and on the latest developments in the National Assem

© European Union 2020 – Source : EP/Christian CREUTZ The agreement reached in the European Council meeting of 10‑11 December, which should unblock the adoption of the 2021-2027 Multiannual Financial Framework (MFF) agreed last month, means that budgetary issues are likely to be the focus of this session. (Although the agenda will only formally change when the session opens.) The relevant committees are expected to meet on Monday evening, to consider the draft MFF Regulation, the accompanying draft interinstitutional agreement on budgetary discipline, and the proposed regulation on ‘rule of law’ conditionality. The plenary would then vote on the package later that week. Parliament obtained certain improvements to the political compromise reached in July in the European Council, and is keen to see these reflected in the plans for next year’s spending.
