tonight at reagan national airport with tonight s update. reporter: you ll remember it was last month here at reagan national airport when two passenger jets were trying to land. the pilots tried to radio the tower but for the no response. apparently the controller was asleep. well, that s happened four times across the country since then, the most recent in south florida this weekend. what will it take to keep air traffic controllers awake? i m outraged about this and i want the flying public to know we re doing everything we can 24/7 to correct this problem. reporter: on fox news sunday secretary of transportation ray lahood announced new rules going into place immediately. from now on controllers won t be allowed to change shifts in a way that will give them a long weekend while at the same time shortening the rest period between shifts. also managers will now be required to work early morning and late night shifts to make sure controllers are staying awake. contro
