　　四、关爱服务残疾人和困境儿童 　　事项内容：开展脑瘫儿童康复救助专项行动，继续实施人工耳蜗救助、脑瘫残疾儿童肢体矫正手术、诺莱医学微创脑瘫儿童等项目，帮扶100名脑瘫儿童矫正器适配。依托乡镇（街道）、城乡社区公共服务设施，建设20个残疾人综合服务平台“如康家园”，为残疾人提供日间照料、辅助性就业、社区康复、技能培训等就近就便服务。实施重度残疾人家庭无障碍改造3万户，完成残疾人技能培训800人次以上，实现残疾人新增就业400人以上。实施“希望小屋”项目，全年筹资建设“希望小屋”1500处。实施小荷学堂项目，组织大学生志愿者，以农村留守儿童为主要服务对象，利用暑假集中开展志愿服务活动。组织希望工程认亲会，通过结对认领的方式资助三至八年级的家庭困难中小学生，每生提供1000元助学金。 �
