Brian Pine, director of the city’s Community and Economic Development Office, said a selection committee is reviewing three proposals and will likely make a recommendation to the City Council in January.
The project is expected to take about three years to complete. Once finished, the mixed-use facility will includes apartments, retail space and offices.
