LOWELL Family and service above self were the themes of the new City Council, which was inaugurated in a ceremony at Lowell Memorial Auditorium Tuesday morning. Councilor Dan Rourke was elected mayor of the body by a majority of his peers, and Councilor Paul Ratha Yem was unanimously selected by his colleagues to be vice chair.
