SAN DIEGO    A new audit praises San Diego for how the city spent $250 million in federal COVID-19 relief in 2020, but says possible mistakes by the city include a $1 million overpayment for portable showers for the homeless at the convention center. While the 48-page audit mostly praises city officials for effectively balancing good financial stewardship against the expediency demanded by a crisis, the audit also says officials could have better handled small businesses aid and rent relief. The city used some federal money to triple the size of its small business relief fund and simultaneously expanded eligibility, but officials didn’t solicit new applications and they stopped requiring businesses to verify how many people they employed, which could have affected aid amounts.
