Calling the structure a ticking time bomb, the city of Duluth has asked a judge to allow at least partial demolition of Pastoret Terrace, the historic downtown building that long housed the Kozy Bar and Apartments.
A series of fires dating back more than a decade the latest coming on Nov. 1 have left the First Street facade susceptible to sudden collapse, attorneys indicated, citing an analysis by engineering firm LHB, Inc.
