Tonight a 16yearold is in Police Custody along with eight other people. Good evening, im diana rocco. Natasha has the night off. This story is still developing at this hour. Police say it all started when the teenager started firing his gun outside the 900 block of north 11th 11th street in philadelphias popular section.
