How the process works
Rumans and her husband, Richard, have lived in Emil-Marr for 42 years. The subdivision, which is 45 years old, is just east of Pearl Britain Plaza and generally runs from Northeast 22nd Avenue to Northeast 25th Avenue between Northeast 36th and 38th Streets.
Alan Jones, Marion County director of MSTU (municipal service taxing unit) assessments, explained that there are two ways to initiate MSTU subdivision paving projects like the one now underway in Emil-Marr: A property owner can initiate the MSTU-administered process, which involves a petition and requires 51% positive votes from responding owners; or the county itself can move forward if a subdivision s roads are in bad enough shape.
