It may take until mid-July to know who has won all the New York City primary contests, but at least elections officials won’t need to hand count tens of thousands of ballots. The New York State Board of Elections finally issued its unanimous approval on Tuesday for the city to use software to tabulate the ranked-choice vote results.
The approval comes after more than 18 months of back and forth between the city and state over the process required to test and implement the Universal Ranked-Choice Voting Tabulator, the software selected by the city which was developed by a non-partisan non-profit called The Ranked Choice Resource Center. It wasn’t until January of this year that state officials finally agreed to allow the mandatory testing and certification to take place.

Portland voters will soon begin casting ballots to decide the fate of the school budget and elect nine charter commission members who could recommend big changes to the structure of city government.
The roles of the elected mayor and the appointed city manager, as well as the composition of the City Council, could all be up for review by whoever wins seats on the commission.

Update, Jan. 27th, 9:30 p.m.: A year-long stalemate that threatened to add more chaos and confusion to the first year of ranked-choice voting in New York City’s elections, including the high-stakes June primary, broke on Wednesday after the State Board of Elections agreed to come up with a plan to certify tabulation software for the city. The New York City Board of Elections announced Tuesday that it plans to hand count the results of a City Council special election currently underway if no candidate wins a majority in the first round, while they await a response from the State Board of Elections to their request to use tabulation software.
