"It got dirty, chaotic. And it got to a point where we saw dead bodies. There were shootings every day, and there were stabbings every day," Katrina Robinson said.
“It was an emergency situation for us,” Fargo’s Inspections Director Shawn Ouradnik said. “(The Arbors) was neglected quite heavily.by the management company that was off site.”

The AJC examined records from dozens of government agencies in order to produce the list of 275 complexes, as part of the Dangerous Dwellings series.
