Residents are still scared of living at the affordable housing complex, and are having to deal with ice-covered sidewalks, slow garbage removal, and outsiders breaking into the buildings at night.
"It got dirty, chaotic. And it got to a point where we saw dead bodies. There were shootings every day, and there were stabbings every day," Katrina Robinson said.
“It was an emergency situation for us,” Fargo’s Inspections Director Shawn Ouradnik said. “(The Arbors) was neglected quite heavily.by the management company that was off site.”
