our military workers and government workers deserve it, and spouses and those c.h.i.p. recipients. that s what leadership looks like, the president inviting both parties again and again to the white house to discuss matters. with me now, gloria borger. what are you thinking? there s an awful lot of talk about the children s health insurance program. this is a program that could have been reauthorized any time. and i spoke with a senate democratic leadership aide who said to me this morning and i think it s a legitimate point. it s nice the republicans have discovered c.h.i.p. they could have reauthorized it. they let it expire under their watch. now, republicans will say, well, it passed the house but didn t go anywhere in the senate. yes, it did not get reauthorized. what we are seeing here is c.h.i.p. being used as a chip, as a bargaining chip.

he s okay with, starting with this immigration deal. sort of radiating out from that. you heard some frustration yesterday from mitch mcconnell, the majority leader of the republican party in the senate saying, he doesn t know what the president is willing to sign. you had this tweet from the president this morning about chip being attached to this short-term funding bill that throws things into chaos on the house side. i ve been talking to senators and i m having a hard time doing the math, to figure out how they get to 60 votes on the cr. there are democrats like gillibra gillibrand, blumenthal who are voting no. republicans like lindsey graham, mike rounds, mike lee has never voted for a cr. i don t think he is going to start right now. they hate this idea of another short-term funding bill. perhaps the only thing they hate more than that is the idea of a government shutdown. so there is still the game of chicken being played. a lot of folks from both parties are looking to the whit
