For many years, of course, the focus of Nuclear Arms Control has been on bilateral competition between the United States and the soviet union, later russia. With apparent chinese intentions to build up its own nuclear arsenal, are we in a position to avoid that kind of arms race, both in the short term, the mediumterm, and the longerterm .
