Hubbard Road serves as a major link in eastern Kay County, connecting the communities of Ponca City and Blackwell for commuters traveling between them. That link has been broken for the past five years, as the crossing over the Chikaskia River was heavily damaged during the May 2019 heavy rain and flooding events. The bridge remains closed as engineers work to design and install a new bridge to reopen the road, and the bridge replacement project is well underway, as project leaders are hoping to start the construction phase this fall.
